Owner notes beat generic advice here. On the 1999 Toyota 4Runner in Washington DC, I'd fix the thing you'll notice every day before chasing spec-sheet extras. Then you'll know the next fork. I'd keep this practical. Verify the cheap/easy branch on the 1999 Toyota 4Runner before a big repair or a big spend. I'd do that before spending real money. Learned this the expensive way on a previous car. Doing the boring step first on purpose.

Don't overfit one forum story to your car. If it still isn't clear on the 1999 Toyota 4Runner, a specialist hour can be cheaper than another round of parts. That's where I'd start. Learned this the expensive way on a previous car. I'm keeping receipts and dates in one folder.
