2004 Toyota Land Cruiser — a/C is cold on the highway but warm at stoplights

2004 Toyota Land Cruiser, about 80,000 miles. The A/C works well with road speed but gets noticeably warmer at long lights, then cools again almost immediately once moving. Does that point more toward airflow/fan behavior than refrigerant level? I am in Seattle.

Start with the test that can prove you wrong. Capture voltage while the 2004 Toyota Land Cruiser is actually failing — after it restarts you've lost the clue. Don't erase codes until someone who can help has seen them. Not gospel, but it saved me a headache. This is the version I'd tell a friend.
