1993 Mazda RX-7 Touring — question: Project car budget is already getting away from me

Bought a cheap project because the shell was solid, and now the 'small stuff' list is longer than the drivetrain list. How do you guys prioritize safety/reliability, fabrication, cosmetics and power without rebuilding the car three times? I'm in Las Vegas. I'd rather test this logically than start replacing parts.

Write down what you already tried. A second data point from another 1993 Mazda RX-7 owner helps more than a generic diagnosis. Then you'll know the next fork. When does it actually happen? I'd rather be boring and correct. Might be overthinking it, but I'd rather overthink than overspend.

Asking because it changes the advice: Verify the cheap/easy branch on the 1993 Mazda RX-7 before a big repair or a big spend. That's where I'd start. Post the numbers (or the code) and people can get more specific. Doing the boring step first on purpose.
