F-150 feels loose towing a tall enclosed trailer

Weights are within ratings but crosswinds make the rig feel much less planted than expected. Before buying suspension parts, I'd like to verify loading, tongue percentage, hitch setup and tire pressures. What order would you troubleshoot? I'd rather test this logically than start replacing parts.

That's a good start, but I wouldn't stop there. Verify the cheap/easy branch on the 2024 Ford F-150 before a big repair or a big spend. Then you'll know the next fork. If it doesn't change the out-the-door or the repair estimate, it's noise. Your commute and mine probably aren't the same, but the test still applies. Doing the boring step first on purpose.
